I think every woman has a pile of “skinny” clothes they keep with the hopes of fitting in them again, especially if they’re expensive. And I too have an insane amount of outerwear! Lol.
Sentimental is a completely different category you put your moms dress in it and you go through that last.
And Mari kondo’s books emphasize keeping what you have joy for, so a good deal of your quarantine bin would likely qualify. Maybe not all but a few things that you love and would love even if it’s out of style.
You might like watching "A Hoarder's Heart" to help support yourself in this process, especially in keeping things that mean a lot to you and taking care of your heart/emotions. I'm so glad you respected your desire to keep those items. She talks about how important it is to trust yourself and your own pace as you shift to a different perspective and, for me, she eases guilt which is always important. You did so great!!!

I appreciate that you shared real numbers. It’s a vulnerable place to be:to see what you have created, the overwhelm is due to your behavior. I have 278 hanging items in 2 closets (& more in off season bins). I’m shooting for 200 by this week & maybe 100 in the long term but this only works if I bring NOTHING in.

I don’t have a huge amount of clothing, but I hold onto a lot of things because I “might need them later” or because I don’t want to contribute to the rubbish heap. But the effect is that I’ve lots of papers and books from my childhood and teen years.

The 2nd dress that was your moms but is uncomfortable and falling apart. You could make it in to a cushion/cushion cover. That way you still have all the memories but don't have a dress that will just take space in your closet.
My mom passed in 2019, and i have some of her clothes, they do not fit me. But I keep them for memory sake. I also have a similar relationship to clothes as you.
I put on about 50 lbs!
