Considering how far away the citadel is in this shot, and how loud the music still is, I conclude ,with scientific evidence, that the combine army is now deaf
The citadel from there is maybe 3 kilometres out. Barney's speech is almost getting drowned out by the music, so we'll say he speaks at roughly 60 dB. By doing some rough calculations I estimate the music at ground zero would be about 140 dB. This would be the equivalent of a riced out Honda Civic at 2 in the morning.
Nah they have special combine sound attenuation earpiece technology which reduces the sound level but still not compromising sound quality, the party goes on but still allows them to hear some intruder alerts. Considering how loud the music would have to be to be able to reach Gordon from that far away and that loud... I've come to the conclusion that it would be physically impossible to get it anywhere near that level of volume when you're actually in the citadel. So I've come up with an alternative. The closer you get, the louder it gets, Gordon gradually develops worsening tinnitus and eventually all you hear is tinnitus.

We can actually calculate the volume inside the citadel. The formula for calculating the change in decibels (dB) with distance is ΔL = 20log10(r1/r2). Assuming Gordon is hearing the music at 80dB, and the citadel is approx 5km away, we’ll substitute our values (using 1m as the distance to the sound source inside the tower itself) ΔL = 20log10(5000/1) = ~74dB change. Add this to the decibels Gordon is hearing (assumed 80dB above) we can go 74+80 = 154dB. This means the volume inside the citadel is approximately 154dB. This is louder than a jet engine taking off, and is probably enough to blow everyone in the citadel’s ears and potentially cause structural damage to the tower itself 😂.
It’s important to note, double the decibels doesn’t double the volume. At 154 decibels anyone 1000 feet away from the citadel could permanently lose their hearing if they just sit around listening. Let alone what happens to those INSIDE, we’re not considering how thick the walls are
