Yes, we do lack the prowess and proper manpwoer to do these things... Why? Several reasons 1) We have been closing trade-oriented high schools and focusing on pushing college post-graduation, ultimatley leading to 1:4 gap in replacement for existing trade-related jobs. 2) We have not properly invested in our countries infrastructure for the last 30+ years. The 30-year gap in knowledge how sign-handled forced us to seek companies that have reliably done similar work; most of the time those companies are outside of the US. 3) We constantly view public transit as a business rather than a service to citizens. Public transit should not aiim to "make money", it should be there for the very reason you pointed out. Reliability, low cost, and ease of us. I would argue sustanability comes from the simple fact that a train load of people has a significantly lower environmental inpact than the equivilent amount of cars for said people.

Unions are a big reason we pay too much for most things. Blue collar jobs paying outrageously high wages under the threat of work stoppages. That is exactly what opened the door for the foreign auto manufacturers in the US. Unions had pushed the manufacturers to the point where they were essentially selling the American public poorly built and unreliable gigantic gas guzzling pieces of junk. Profits were going to the workers rather than making a better product. Those are the facts. Datsun and Toyota got a foothold and the rest is history. The teamsters are the modern mafia IMO.
