A few days have gone by and many people have left some comments about problems with the postcards, I've provided a possible solution that helped me out.
Additionally, trainers should be able to start receiving Golden Lures after 5 days of sending postcards, I detailed a little bit about it here.

An update on the lure, what happens if you have a lure and keep sending postcards?
Well, the opportunity to get a lure happens every 5 postcards you send. Remember you can only send one per day. Also it seems you can only send a specific postcard once, however as long as you have any gifts of your own you can pin one, send and then unpin it if you want.
Anyway, once you reach 5 days you'll get a golden lure. But IF you did not use your previous golden lure, you do not get a second one. It seems you cannot stack them at all. So instead you'll get a few coins... very few indeed, I've read reports that people are getting only 5.
Its more worh for you to use the lure as soon as you get it, you'll get a minimum of 30 coins per lure by spinning it all 6 possible times.
I'll edit this after we've confirmed whether or not the golden lures will last 3 hours during events like community day. For the festival of colors event there WASa bonus for 3h lures, however for some dumb reason the golden one didn't count for this rule. We'll know about this on the 18th with slowpoke comm day.
Guys I think people are forgetting a step, on Pokémon go it says connect to switch you have to press that while it is searching for your account to be paired so it can get connect, Hope it helps😊

are you early on in the game? that menu option should unlock shortly after you reach the academy, when you unlock tera raid battles
