In response, the US Under Secretary of State for Political Affairs Victoria Nuland said, "Ukraine has biological research facilities, which, in fact, we are quite concerned Russian troops, Russian forces, may be seeking to gain control of, so we are working with the Ukrainians on how they can prevent any of those research materials from falling into the hands of Russian forces should they approach."
On the matter, Director of the Central Intelligence Agency Bill Burns said, "The danger here, it seems to me, is the capacity the Russians have developed and that they have used in the past and their interest in trying to create false narratives here as well."

Biolabs are usually close to big cities and some of these are close to the russian border.

The biolaboratories were located in Ukraine for several reasons.
1. The government of Ukraine - the only one with a population of Slavic blood - is under the control of the United States.
2. From point 1 - a lot of biomaterial (people) with the Slavic genome, against which these viruses were developed.
3. Item 2 is confirmed by a big scandal (4-5 years ago). Then the United States tried to officially buy biomaterials in Russia - everywhere there were American advertisements for the purchase of samples of human tissues, spinal cord fluids. They bought everything that could contain the Slavic genome.
4. Proximity to Russian borders.
