Second offense, maybe 5 minutes in the sin bin, or a send-off if it's something egregiously dangerous; escalating penalties, so to speak. Rugby needs more hockey, less soccer(football), i.e., don't make too big a deal about some overzealous playing and dust-ups. Give the warning/sin bin and get on with the game. Send-offs should be a last resort/almost-never-unless-unavoidable type of penalty.
