It might be because they don't want the students abandoning their food to go outside and play, and then feeling hungry in class later. So, if leaving the cafeteria early isn't an option (except for going to the bathroom), the students will be more likely to eat until they're actually full.

I was last in school roughly 3 years ago, and we were not allowed to serve ourself's food. We also only had 2 choices.
