This actually makes perfect sense because if you think about it, if you yourself go to your player search screen and search for players who would accept a loan, or even loan listed, you get a whole slew of players. Hard to find the player you would want from that long list. But if you tell clubs "Hey, this guy could fill a role for you on loan" (so to speak), it would prompt clubs to actually look closer at the player.

Have you noticed if you set the wage %s at 100% on the development list, your manager will approve incoming loan offers for 0% saying they approved it as the player was loan listed? Stopped using the dev list for this reason as it then pops up as a negative with the board (very disappointed blah blah blah)

The important part is the country to where you are OFFERING the player. If you don't select any country, I'm positive that you won't receive any good offers unless your player is great. But if you select Portugal, France, Italy, Bosnia, Belgium, etc. (pretty much any EU country except Spain and England) you may receive up to 170.000€/month even on incredibly bad players. If you don't get any offer, just try again with other countries. I've been farming this exploit for some seasons already, getting 2M€ per season on every one of my 25 loaned out players, which added up 50M€ to my transfer budget. It's up to you if you want to try this, personally I enjoy seeing my guys on other clubs do well and increase my transfer budget.

Ask those countries for 100% wage + 170.000€/month and see what happens
Great tip but I'm going to ask the uncomfortable question. Why have a loan manager if the top dog is doing all of this? I've had a problem with SI adding staff positions that do nothing for years and this is another example. If I'm doing all this, WTH is my loan manager (you know, the guy we PAY to take care of this) doing?

Don't list them for free the first time. Always get them to pay the full wage. After some time passes while they are listed for loan in that country when you list them again offers will pop up. The more they've been on the better offers there will be. I don't know by what black magic that happens and why are not players told about this by the game itself. Players don't have to appear as wanted for it to work. Just keep relisting until they get taken. If you noticed your loan manger/general manager says they are retrying to get the player loaned. The AI does the same thing.
Could you go to Staff -> Responsibilities -> transfers and contracts and then set the nation to whichever one you want? I feel like that would make things easier if you have many players

why, even if I have zero wage and zero loan fee and a player has like 8 offers does the bloody loan manager reject every deal when I have stated the player to go on loan essentially for free?!

You're doing something wrong, mate. Don't offer all 75 players on the loan list at once. Offer a maximum of three or four players for loan at a time manually, not through the development list. The next day, offer another three or four players, and so on. This will generate more interest from other clubs. Players who don't get offered can be added to the development list. In my experience, the best times to offer players on loan and get accepted are right after the season ends when the next transfer window isn't open, and on transfer deadline day when clubs are most interested. For Premier League clubs, offering players just after the last game of the season (late May to mid-June) and on deadline day is ideal.
Thank you for this very helpful. I have an issue with my club Werder Bremen who have the main squad, Werder II, Werder III (U21), and U19. My DOF signed some young players and gave them a promise to be loaned out. I accepted it as i thought nothing of it. Now, when i go to promises i have those players and tried to loan them out after listing them available for loan and putting them on development list didn't work. However, i can't. I tried to check the responsibilities section and put myself in charge of all outgoing in U21 and U19 but still i don't have the option to offer them. Is this just a bug or not possible for some of your teams?
My main annoyance is that when I get an offer to loan a player who desperately needs the playing time my DoF (or a.n. other staff) refuses them "on behalf of the management" as they "don't meet my valuation". I mean wtf?
I don't personally as some of their wages are unaffordable for teams in our league, i think we spend about £25m of our wage budget per year on paying players at other clubs lol

To be fair i used to tick it in the dev list, and then the loan contract wouldn't contain it anyway so i stopped doing it

You can still loan out loads of players but they have to meet certain criteria (under 21,possibly homegrown etc)

Well, i use the editor, and the remaining players that don't recieve offers i move them with the editor to specific teams.
