Basically, scouting for lower leagues is just rely on trials and loans, ignore scouting until you can afford it. I'm in a team (Canelas) that starts in the Portuguesese 3rd tier and I got them to be a stable team on the 1st division and to play for the first time in the Conferance League. I set my scouting range to World on the pre-season, set a focus to bring promising, young players in certain countries that are without contract and set other for players on the transfer list, all I get is garbage (my scouts are decent, not world class but with the key atributes above 12 and with knowledge on multiple key countries). My budget is around 50k€ so I can afford a few months with the package (generally I only use the World package during July and then I set it to Portugal) and I cannot manually scout because it's expensive (within Portugal costs 500€ to 800€ per player and outside it costs around 2k). Basically now it's just boring to play with hidden attributes because how awful the scouts system is.
While you can't add columns for nation knowledge, you can (or at least could in previous versions) filter by specific nation knowledge when looking for scouts, which is useful for plugging gaps once you're at/developed a really big club.

I do something similar but this is several orders of magnitude better than anything I have ever done. I knew what I wanted but was just too damn lazy to set it up. I cannot thank you enough for the many hours of work you must have put into this.
Hey Matt! Thank you for the views. One thing about staff country knowledge: you can't add the Nation knowledge as a column, but it can be added as a filter on the right hand upper menu (Edit Search/Advanced/Scouting/Nation knowledge level). So if you are looking for scout with a specific country knowledge, you can add that as a filter and still have the view active! :)
One way of doing this is adding all the players to a shortlist and then removing players that are the worst for each attribute until there is a sane number left.
It gets easier for me on FM23. In just an hour (could had been shorter, but I'm also trying to download logo packs in the meantime), I've managed to add additional focus that matter to me: Height and weight of players, just so I can get my aerial side of tactics sorted.
I would really love to know ways to implement this in lower leagues. Like I want a good set peice taker but can't find any coz recruitment focus doesn't allow looking for particular attributes, if it does then I am not aware of it.
Good vid one question though when you click scout fully how do you know when the player has been fully scouted? i cant find anything that indicates 100% scouted or fully scouted?????

As someone who does attribute scouting - this is a godsend and is better than the views and filters i created.

Weight means nothing mate, ditto heights. Strength and jumping reach is what you want

This does also work for younger talents (providing you have good worldwide knowledge) just set your standards a little lower and filter away!
