It comes via blood. And drains into blood. So there will be greater input in case of need and there will be a faster drainage in cases of excess. This is governed largely by the CSF pressure.

I know what you mean, it happens to me but my eyes feel like they are rolling around in different directions, even though my eyes are closed & it is dark, I also feel force like I am being pushed backwards but inside myself, like the feeling of being on a spinning fairground ride, it only happens for a few seconds & not all the time.

It never flows back to the brain, it enters the superior sagittal sinus which is a big vein above the brain that later goes towards the heart
