If we know this by watching some youtube videos you think police doesn't know or cannot stop it? They are also involved in this by allowing it happening.
Mafia is behind these scams and in most countries mafia has connections with police and governments. Scamming tourists is a big business.

Tell him "Its not in these two" and pick them up yourself. So for the third cup, he only has two choices, to put the ball there and pay you, or remove the cup with nothing under it and prove it was a scam

Half the people standing round are in on it, I watched them doing this earlier today and there were about 10 different games going on along the bridge to Westminster, the thing that tipped me off it was a scam was the fact that the people participating were all of the same nationality. It seemed really odd as lots of them were flashing £20 and £50 notes reminded me of the stock markets. I remember initially being confused as I kept seeing people choosing the wrong cup and then quickly being followed by someone choosing the right cup, I noticed overtime that it was always obvious where the ball was to me but then realised as I said that all the people participating looked to be the same nationality and were acting when they lost or won. My suspicion is that if I then were to have a go having been lulled into a false sense of security they would immediately make it harder or perform a trick on me.
Yeah! I saw one today and there were two guys that every 1 of 3 where there "winning" to give confidence to the people around. Then one came to talk to me and said: if you have no money there is an atm this is soo easy and showed me the money he had won.
The weird thing is that they let people put their feet and step on the cup before they showed it. Why? Ball was taken off the cup before, right?

What was the nationality?
Old now but its an old trick, palming. You can see him pull the ball out at one point and palm it so its actually under none of the cups. He waits for people to pick a cup, shows its not there then brings the ball back into play as if it was under one of the others but it wasn't, he flicks it out of his hand right next to the cup to give the illusion it was under that cup. As you say, they always have marks with them that "win", this then gives the real players false confidence that they could also win.
Always done on a mat or box so they can leg it when the police appear.
Great fun standing next to or near these guys, looking stern and serious as if you're an undercover cop filming them. It never fails to spook them.

I saw these guys on Westminster bridge and what stuck me was there were 3-5 people who were placing bets of 50 to 100 to show its easy to win- Those 3-5 were actually part of the team- What a shame to see there were 5-7 different groups on the whole bridge and people getting conned

When I was little I asked my mom to play this at a bus stop because it looked so easy to win but she didn't let me and I didn't understand why. Now I understand, it's all a big group of scammers and pick picketers working together. Thank God my mom knew this before the age of internet.
Trick is to say " Here's the money, I'm going to lift up 2 cups that I think there's nothin in them and once I lift the 3rd cup, the ball better be in there"
the best way to deal with these guys is not to gamble at all
I crossed Westminster bridge today and there were FIVE different Shell Game scams running at the same time!
It's quite easy to win. Just put your hands on both cups, and say that the ball is under the third one, then lift those two cups. They won't even lift the last one bcoz they know the ball isn't there. I did this once in one of the tourist cities of Poland(there's lots of scammers there) but after that i've been immediately asked to leave. They always work in groups. Sometimes they are dangerous, following you, getting aggressive when they'll notice you recording them.

They are Romanian gypsies, I can hear them talking to each other in Romanian. Sometimes they tell the dealer to let the player win so they can gain their trust ( 1:00 "Lasa-l la castig"). The trickster sometimes fails to perform its trick so he swears in Romanian ( 0:53 "baga-mi-as").
If you look closely the scammer hides the ball in his hand the ball is a
sponge which can make it easier to hide . When he reveals the ball
under the cup , its a release from his hand.
Because the ball is a sponge, it's also quiet on the mat and inside the steel cups. If it were a harder substance you could hear it banging inside the cups or not. This is definitely not a fair game of shells.

A high school chum of mine who works in TV production fooled some guys like these in Barcelona by giving them the money that they use on set. They look like real bills but they are not.
They have this in Paris too! The funny thing is that most of the time, they get caught by security and also the people in on in are obvious since they NEVER leave

If at this time you are first to bet a large amount, and you bet before the accomplices.
The accomplices will keep raising the bet amounts until the scammer "decides" to take the bet of an accomplice.
If for some reason you "win" BIG, most likely you will be robbed by accomplices within short distance.

I have seen them in London bridge many times and the police next to them doin nothing.

The ball is hidden in the scammers hand, not under any of the cups. One of them is bidding from time to time and wins, to encourage the passersby. What a ruthless scam!
Still baffles me why the hell people still pay to try and win this. These gangs should be arrested for these public scams.

The ball goes in his right hand. It is never under any cup when you make your choice. It reappears when he "proves" that the ball was under that cup all along. The occasional "win" is a plant.

Those will be confederates, they usually have a few in the crowd that will "play" and both "win" and "lose" usually without them bothering with the slight of hand no need there as that is all an act anyway. It's only there to trick people into thinking the ones loosing are the suckers when it will be them that will be the real sucker if they pony up because that is when they pull the slight of hand .

What your suppose to do in this situation is ask to see what's under the two you don't pick rather then the one you do pick.

The trick is to say "it's that one" while at the same time lifting both of the OTHER cups to show there is nothing there, asking him to reveal, for you, the final one. (which he can only do, as he has the ball). after which, he gives you the cash.

I was heard the trick is to lift up the two cups you state as "being the empty ones".. concluding it is under the third! He either can come clean there isn't a ball at that piont or give you the win :)

Im a romania , that dude said at the end that the ball is sticking to much to his hand.
This is a trick called "alba neagra" and is very used in my country .... that ball is a soft one , it's easy to take it out from that thing and hide it in the hand . He will always have money in the hand that's holding the ball.
The ball is in his hand. His co conspirator “bets” occasionally with the ball under a cup to keep other people thinking he’s really paying out cash. Probably a lookout or some muscle standing close by too. I’ve seen this in Philly and NYC

the easiest way, beside saying its in his hand, is to say it is not under this cup, nor under that one and lift both up, assuming its under the last cup.

Even if you cant see him picking up the ball. Its CLEARLY obvious he is holding something by the way his hand is clutched. 3 fingers are closed very tightly while he points with his index finger. Specifically 1:24 mark
After understanding how the trick works, I'm not even sure the ball was in any of the cups. When he reveals the ball his hand will cover the cup entirely as the ball appears. At 1:23 I think he rolls the ball out of the cup and it's in his right hand with all the cups empty and at 1:47 he acts like he's revealing it under the cup but really it was in his hand the whole time
After watching a tutorial earlier I can clearly see on this video that he’s keeping the ball clinched in his right hand then dropping it when it picks the cup to reveal where it’s at….but it was never under the cup…but the point of the game is to make it seem fair so most of the time the random person who walks up an wins is with him too
