If you rasterize your layer and scaled your image/shapes from small to big your image loses quality but if you make your image a smart object you can move it as much as you want with out losing quality so if you want to edit your image/shapes either doubler click the smart object and edit it then hit save or make sure you have it where you want it before resterizing the layer.
