The pattern will usually stipulate which needles to use, as you don't usually change the needle just to knit the bobble. If you want noticeable smaller bobbles there's the option to use a needle size smaller, or both yarn and needles smaller than the yarn you're knitting the main piece with, knit them once you're finished the main piece and sew them on afterwards.
I'm no expert, but as far as I can tell, a large 5-stitch bobble starts with a Kf,b,f,b,f. A 4 stitch bobble starts with Kf,b,f,b. And a 3 stitch bobble (smaller) starts with a kf,b,f. You can still follow Hannah's method to continue making the bobble, though of course you'l have more or fewer stitches to work along the way.

This is a cotton I think - possibly the Wool and the gang Billie Jean, which is recycled denim.
