11:08 I‘m German and I can confirm that I had that book that included this fairytale in my childhood. Many had it. There were only stories like that. In another story of that book someone cut off a childs thumb because he used to lick on it or another one was about a child that refused to eat its soup and died of malnutrition.

It's in a cage because it's in an animal shelter. Animals in shelters are kept in cages until someone adopts them because there's usually a lot of animals at the shelters, so it would be a problem having animals run around everywhere.
