They will place their own buildings and even make their own roads , unless you build the roads for them (note they will not use player owned roads , so make sure if you do build their road infrastructure they're not on player owned). You can not build their houses/shops etc for them. (this is all based on the pc side of the game , i'm not sure if theres many core changes so if there are , my apologies.)

No. Cities Skylines is purely based on city building. Transport Fever is a transport tycoon game (like OpenTTD). The focus is on building and managing a transport network. It has city building elements, but you’re mainly going to be connecting cities and industries.
It’s fairly relaxing to play in my experience. Figuring out the best way to get people and goods places can be a great experience to some people. It might not be your cup of tea, but it certainly can be for others! It’s kind of a more niche genre compared to CoD or other games such as Elden Ring and Uncharted.

Maybe because the developers used to do transport simulations and it is sometimes quite challenging not to cause traffic jams.

They grow when you start influencing them (iirc). They can get pretty big.
They grow based on cargo delivery and public transport.

It makes upgrading way easier. Nobody wants to spend time manually destroying buildings to upgrade a road. Maybe you.
