Imo, there are 3 reasons for this: 1. More than half of the commanders haven't reached chapter 26 yet. 2. Ultra has only appeared twice so far, in Solo raid and Event stage. 3. Unlike Nihilister, who has been the co-op boss 3 times, Ultra has never been a co-op boss, and this is probably the main reason.

Also take the opportunity to deal extra damage when the QTE circles appear, they take very long to finish loading.
