  • CMS finalizes controversial 80/20 rule - Ensuring Access to Medicaid Services (CMS 2442-P).
“The ‘Ensuring Access to Medicaid Services’ final rule (CMS 2442-P), has passed. This new policy was created to help improve access to home care services as well as improve the quality caregiving jobs through its new provisions for home care. Specifically, the rule will ensure adequate compensation for home care workers by requiring that at least 80 percent of Medicaid payments for home care services go to workers’ wages.
The National Association for Home Care & Hospice was quick to criticize the rule. “As an organization dedicated to increasing access to services that allow people to receive compassionate, expert care in their homes and communities, NAHC is extremely disappointed that the Centers for Medicare and Medicaid Services elected to finalize the ‘payment adequacy provision’ in the Medicaid Access Final Rule (CMS 2442-F),” NAHC said in a statement.
