I would think a cat would accept an android as its owner if the android is warm rather than cold with some type of inner heating. Cats jump in laps and snuggle close because they love body heat. Very similar to us. Data can provide Spot with meals and play but if he's not warm or able to simulate warmth the cat is going to choose someone else.
As a minor defense of worf, he wasn't raised on earth. It's one thing for humans, from earth, on a spaceship, to have Terran pets, but it's likely that humans in a colony, on a foreign planet, would NOT have Terran pets. Invasive species and ecological devastation. Etc etc. Maybe his dad told him stories about a dog he had growing up on earth and that was his only context for "human" pets.. it's not completely outrageous
Emotions are a function of being truly human. I believe they come from our creator. Our very core. With that said, Data is programmed to behave as if he was human, but it is just an imitation. Like sociopaths or psychopaths . Domesticated cats have a “sixth sense” so to speak. And as a wise woman told me once, “Cats take care of themselves.” I believe that “Spot” doesn’t care if it’s a real human or an imitation which is what DATA is. The cat just follows its instincts, ultimately. I have a Golden Tabby and he is an amazing kitty, but when the rubber hits the road, he would rather be outside, pitting himself against the savage world. Great video bruv! Love me some DATA.
I think there should be an inside joke on why there were so many different cats for Data. He was such a bad cat owner that Spot would die and he would replaced them (he/she).
This is why I hate the episodes "Descent I & II"--it makes zero sense. So Data can only experience hate and anger--check. His moral programming is offline--check. Okay, fair...why on earth would he hate Picard, Geordie and the other Enterprise crew? Because...they fought for his freedom? Always gave guidance into his understanding of humanity? Mourned when they thought he was going to die (Time's Arrow)? Data turning evil would have to go beyond Data getting some negative emotions and moral inhibitions--his entire personality and memories would have to be altered, and that didn't happen. Seriously, if he could only feel hate/anger and had no morals, who would he attack? I don't know...maybe the brother who screwed him out of getting his emotion chip? The brother who almost murdered his friends, and also killed their father? Descent I and II are an early version of Jake Skywalker from TLJ--the writer REALLY REALLY wanted their stupid story to work, so they came up with the most ridiculous excuses to have it happen. Spiner does a good job with what he has to work with, but wow--I pretend the story doesn't exist. It's that bad.

I think if we can get AI to the point where it can interact with animals, where it's not just about interaction with humans or other AIs, then that will mean it's reached a special level where AI can have not only respect for life, but all life, where it naturally seeks and finds ways to interact positively with it.
