for the record, the saturn could do transparencies on textures but graphical settings of the console werent super easy to implement so a lot of developers would opt for easier things to implement like dithering. the special stages, if i had to guess, just use tiles mapped to invisible polygons to simulate a 3d transparency (because transparencies are STILL really really resource heavy)
And the Dreamcast did have many advantages over other consoles and PCs - it had hadware support for per-pixel order-independent transparency, meaning it was much easier for developers to implement transparent polygons without worrying about overlapping them wrong. Even modern GPUs don't have this feature
So if I recall correctly, Mr Game Hut aka Mr Traveler's Tales, aka Mr Tell Tale talked about how Traveler's Tales got transparency to work on the Saturn. It was kinda hacky and limited. It's a case of hardware being technically capable of something but it not being officially and requiring lots of technical knowledge to do it. The Dreamcast officially supported transparency in the SDK making it fast and easy to implement.
The Saturn can do transparency just fine the issue is that it has two GPUs and they don't always play nicely when their layers are composited. As I recall, transparencies handled bu VDP2 always work and layer correctly over VDP1 and VDP2 objects/layers, but transparencies handled by VPD1 only appear correctly over other VDP1 layers and objects.

Pretty sure! If not Starz it was a channel like it. I had my parents searching the channel guide for weeks after, never saw it again until finding it on RUclips as a teen.
You should put the Let's Play on vinyl and then have the cover be in the style of the 3d blast strategy guide. I won't buy it, probably, but that doesn't mean you shouldn't do it.

I'm currently in the middle of replaying Sonic Heroes, so seeing how smooth and responsive these special stages are really makes me wish I were playing this instead.
