Andy Garcia has played Italians in a number of movies including Godfather III. Jews play a lot of Italian roles as well and vice versa. John Turturro and especially his brother Nick have played a number of Hispanic roles. Omar Sharif has run the gamut, Lou Diamond Phillips wouldn't have had a career if he was only allowed to play his specific ethnicity, it's more about what you look like than anything else. Mark Strong, despite being part Italian himself, is nonetheless a lot whiter than Turturro. It's not that big of a deal for me, if anything, the most jarring is having the very un Italian very Anglo actor Clancy Brown play Salvatore Maroni. Most of the 'Italian' characters on The Penguin are maybe 1/2 or 1/4 Italian. Maybe they realized they were having trouble casting Southern Italian parts and decided to make the Maronis Persian to avoid the issue somewhat.
I wish John Turturro came back, but Mark Srong does a good job in the role. It is interesting to note that the doctor who Sofia gets close to at Arkham (actor Theo Rossi) looks like a younger version of John Turturro, and I doubt that was a coincidence.
Turturro. You could see the trying in Mark Strong and it was distracting. It would've been masterful if they could've told the story without Falcone's presence, all while still being felt.

Turturro's mother, like his father, is Sicilian. Believe it or not, that has had some influence on the features and complexion of both men, and their suitability to play a character who is also not Italian, but Italian-American, much like Turturro.

And he was in a lot of good gangster movies; he was a villain in half of them; John Turturro even played one of most vicious mob boss in US history (Sam Giancana) who wore glasses just like Falcone. I'm pretty sure that's why the director Matt Reeves picked him for the main mob boss in The Batman. 'Millers Crossing' and 'Sugartime' are good watch if you like mob stuff and John Turturro

The accurate Italian pronunciation would be fal-koh-ne. Neither “coney” nor “cone” is technically correct, though the former is closer than the latter.
