Dillwin24, that is a feeder. This was part of our ElecLink project, to supply electricity from France to UK. That is an electric pulley system, there is also one in the UK. It is used to Push/Pull 25km of electrical supply cable into the tunnel, from both ends and meet in the middle. That part of the project came to an end a couple of months ago, so these cable feeders are no longer needed and are waiting to be dismantled. Hope this helps.
