Kruger was the funniest boss on Seinfeld. Funnier than Steinbrenner. Funnier than Lipman. Funnier than Peterman. Funnier than Mr. Pitt. Kruger should've been on the show for the entire series. George finally found somebody more incompetent than him.

I find it hilarious that Kramer claims he is a Juliard trained dermatologist despite the fact that Juliard is a performing arts school that doesn't even teach dermatology

This episode just epitomizes the creative writing of this brilliant show...add to that the hilarious ridiculousness of the whole situation, and you've got great entertainment!!
George says this happens in the Summer of 1989, only a matter of weeks before the Seinfeld Pilot was shot. He lost a lot of hair in only a few weeks evidently.

If you look closely at 4:18 when Krugar picks up the airbrushed photo you can tell it's the same photo from the start of the episode with George still in it.

If so, there would only be a difference of about 1½ years between the two remembrances. Kruger saying 10 years could be written off as his making an approximate guess. What might I be missing about your thought, otherwise?
