Won't help @skybirds1975 a year later but may help others: that's a Perfect Level Master T-Lock Tile Levelling System (or similar, other companies make these). It's a great system but if you need really narrow grout lines (I had large format tiles with faux 2mm grout lines) even the 2mm spacers come up at 4mm grout lines.

Yes usually they are designed with a tiny slope towards drain just like our bathtub
