well technicaly iai is not really a fighting style historicaly it's more a "one hit" style that was more used in dueling because once out the sword is seen as "dead"! so technicaly it's complementory to kenjutsu even in the movie the "character" of zatoishi is not only using iaijutsu but kenjutsu too!
Personally, and this is all just my speculation, Zatoichi is still blind as the old movies and tv series suggests, but to me, he probably has a rare eye disease since childbirth, having eyes which are very sensitive to light in the daytime, but very clear at night.
I watched the sequel itchi killer years ago at the time I had no idea who Zatoichi was but I remember the blind female swordsman having flash backs of being trained buy him and I heard there is a prequel and today I watched it wow what a great movie its so good the best samurai movie ever made

why would people say he's not blind when physically he really is.... his reply "not at all" means he's physically blind yes, but not on the sensation state. People's stimulus in smell, sense, touch and hearing etc significantly amplifies when they lose sight, that's why he said "Not at all". Eyes are not the only organs that send and receive signal and information to our brain, it may even be deceiving sometimes, or most times. Sense and experience however are the "better eyes" that let us see through the veiled reality

I don't think it was intended for ambiguity. I think it was more of a joke that he slips up as soon as he starts using his eyes instead of his other heightened senses.
