God absolutely knew the outcome. Yes, it was fair for the soldiers to die. Live by the sword die by the sword. God knew what was up in those specific guards' hearts. These specific guards were there for a reason. Yes, God knows when your heart is irredeemable when you have made your choice of Him or the world. When He knows that, He can cast judgment on you at any time. This is why we seize the moment, when we see the truth and hear the truth, we are to grab onto the truth and never look back.

But Paul really loved God, the Romans did not. The Romans would have had the chance to talk to Peter and know why he was there. They all had an opportunity to believe Christ. Being chained to Peter of all people- come on now. Just because they died doesn't mean God neglected them. Refer to Luke 13:4-5
