Various shots of a small town, built in Vienna's fairground and inhabited by midgets. It seems to be a sort of tourist attraction for full-sized people, who wander around and gaze at the buildings. We see midgets and large people sitting at cafes and walking through the streets, buying perfume and beer from stalls. A full-sized woman has her fortune told by a female midget. A midget jazz band play and sing on a platform.
