The new procedure doesn't make any sense. In the past, while waiting for the CBP passport inspection, luggage processing happened in parallel (at least it saved some time). Now, people have to wait twice. If your bag takes a long time to come out, you will end up waiting at the end of the passport line (i.e. waiting longer).

You need to walk about 3 miles to get there, yikes !
