Very well put. However in Season 4 we clearly saw the governor act out of necessity in order to survive in the only way he knows how to rather than his enjoyment. He almost appears regretful. I think the Governor would actually win against Neagan. You have to remember in his first battle he only lost to Rick for several reasons: Milton Burned the captive bitters/walkers that he would have used to overrun the prison and Merle killed off most of his manpower forcing him to use the local citizens who were not combat trained The governor's killed off more serious named characters on the show than anyone: Pete Martinez Andrea Milton Merle Axl (prisoner who liked Carol) He's obviously more combat trained with Merle and his guys and his guys were effective raiders not some spoiled followers like Neagan's guys

Like it was the only way to restructure civilization....if you could even call it civilized. The governor in season 4 had so much growth but always resorted to killing because it was the only way he knew how to live. He killed Martinez out of fear of becoming responsible as a co-leader, and then ended up killing Pete because in his eye he was even less qualified to lead. He tried to escape but saw the walkers in the mud with the reaffirming belief he can't outrun death. Before he killed Pete and Lilly asked "what are you doing?" Before he stepped outside and he just said "...surviving". That's how I define the governor. He wasn't damaging others sanity therefore I find him the lesser evil

A good villain always has an impact on the protagonist you've seen villains like davy jones, vader,joker ,green goblin ,or voldermort that do that. Negan makes a the ambient to feel like the joker whe he says why so serious. Plus he had influence on his weakness,his son.
You forget when Governor 1v1ed Merle (who was pretty much a gladiator in Woodbury) and bit his fingers off? Governor is not only skilled in a general combat capacity, but he's also scrappy as hell. He even completely dominated Rick 1v1. Rick was turning blue from strangulation. Rick wouldve been GONE in S4 if not for Michonne's sword. Which it took him a long time to die, the girl had to shoot him in the head. Sword clean through the back and out the chest. So he gets durability points too.

IQ and Battle IQ goes to the Governor, he managed to defeat Rick multiple times with pretty smart cunning tactics such as the Bread Truck with Walkers in it, or the time when he decisively able to raise and train an army the Saviors under Negan were mostly bad people who had families yes but mostly were bad people who just didn’t care about other lives and were experienced in fighting. Meanwhile the army of Woodbury had regular citizens which were trained pretty damn well, I personally believe plot armor is what made them loose. Other feats the Governor has is able to come back from the loss of his daughter which was turned and ended up running an entire group again taking leadership of it in a cunning way. Negan is much more charismatic and has more competent lieutenants with micromanage his army and the Saviors, Negan is generally only there for the big things such as what we saw when he was bashing people’s heads in. He has more of a cult of personality to him and his people, his lieutenants controlled groups that joined the Saviors without them he’s nothing. The Governor meanwhile was able to easily manage his town and his army able to do military and domestic affairs while protecting their borders with general success, Milton Mamet helped the Governor with domestic and scientific affairs but mostly it was the Governor’s ideas. I believe Negan also was simply influenced by Eugene’s good old mr smart man Southern talking acting like a scientist but in reality he was playing Negan. The Governor was able to make use of a civilian army to defeat U.S Military veterans, while being able to keep people in his town and make it prosperous being organized and well developed the Saviors were more or a rough rider organization that followed their lieutenants such as Simon. We also have to realize that Negan relies more on scare tactics than actual military tactics, as he believes people will submit to him if he bashes one person’s head in or a few spreading fear amongst the people or well the Saviors and their protectorates such as the Hill top or the Kingdom. Generally Negan just has a charismatic personality to him while being a leader makes him form a cult of personality around him. The Governor is a statistics, tactics, and strategic person who knows what he is doing and is able to be successful in how he does it. The battle of the prison was basically a strategic victory for the Governor even though he died, he basically forced Rick to abandon the prison and Rick’s group basically was cut down till they reached Alexandria. Overall IQ and Battle IQ goes to the Governor.
Durability goes to Phillip. Dude got stabbed in the eye, shot and he lost his daughter. He even lost his daughter twice in his sick mind but he still doesn't gave up.
Strength goes to negan, because he said in one episode that he got so angry that he saw red, and he put a man in the hospital. So strength goes to negan
I’m sorry but after watching the governors performance on the show vs negans on the show , I would say the governor feels way more terrifying to not wanna mess with especially if being alone with him just waiting for him to turn on you and easily get pissed to kill you as he does just getting unhinged around others. Guy can take over a group kill his own and make a new one and manipulate people he just met into getting what he wants for only himself and for pure evil . Dude goes far enough to bit a guys fingers off and stare at walkers heads is just crazy enough . Negan only felt scary when having a shit ton of people in a group that surrounds him to where no one could defend them self from him to where his people would quickly grab a hold of you and put you down for him to deal with you afterwards as he smiles for ig to be that easy when dealing with a new enemy . I know negans way worse overall in the comics over the governor than in the show but I would say the governor’s way worse theh negan just show wise . As what we’ve seen with the governor fighting he kicks ass with holding his own especially with one eye with all he’s done . Has his own music and everything . The name of the governors final episode with him dying was titled too far gone wich he was literally too far gone with how evil and lost of humanity he had become . They got negan still on the show being even lucky to be alive to have changed over time with this negan redemption ark story with him now being apart of the group and trying to be a better human being as the governor was a hand full wich he killed more of our og characters in ricks side then negan did . And considering the governor and negan from the comics are both villains, a lot of people are love hating negan compared to the governor people simply just hated him and got nervous and emotional in intense scene’s when he was about to do something to one of our characters . That’s the feeling you get when you see a villians performance on the show like the governor

IQ and Battle IQ goes to the Governor, he managed to defeat Rick multiple times with pretty smart cunning tactics such as the Bread Truck with Walkers in it, or the time when he decisively able to raise and train an army the Saviors under Negan were mostly bad people who had families yes but mostly were bad people who just didn’t care about other lives and were experienced in fighting. Meanwhile the army of Woodbury had regular citizens which were trained pretty damn well, I personally believe plot armor is what made them loose. Other feats the Governor has is able to come back from the loss of his daughter which was turned and ended up running an entire group again taking leadership of it in a cunning way.
Negan is much more charismatic and has more competent lieutenants with micromanage his army and the Saviors, Negan is generally only there for the big things such as what we saw when he was bashing people’s heads in. He has more of a cult of personality to him and his people, his lieutenants controlled groups that joined the Saviors without them he’s nothing. The Governor meanwhile was able to easily manage his town and his army able to do military and domestic affairs while protecting their borders with general success, Milton Mamet helped the Governor with domestic and scientific affairs but mostly it was the Governor’s ideas. I believe Negan also was simply influenced by Eugene’s good old mr smart man Southern talking acting like a scientist but in reality he was playing Negan.
The Governor was able to make use of a civilian army to defeat U.S Military veterans, while being able to keep people in his town and make it prosperous being organized and well developed the Saviors were more or a rough rider organization that followed their lieutenants such as Simon.
We also have to realize that Negan relies more on scare tactics than actual military tactics, as he believes people will submit to him if he bashes one person’s head in or a few spreading fear amongst the people or well the Saviors and their protectorates such as the Hill top or the Kingdom. Generally Negan just has a charismatic personality to him while being a leader makes him form a cult of personality around him. The Governor is a statistics, tactics, and strategic person who knows what he is doing and is able to be successful in how he does it. The battle of the prison was basically a strategic victory for the Governor even though he died, he basically forced Rick to abandon the prison and Rick’s group basically was cut down till they reached Alexandria.
Overall IQ and Battle IQ goes to the Governor.

sorry but after watching the governors performance on the show vs negans on the show , I would say the governor feels way more terrifying to not wanna mess with especially if being alone with him just waiting for him to turn on you and easily get pissed to kill you as he does just getting unhinged around others. Guy can take over a group kill his own and make a new one and manipulate people he just met into getting what he wants for only himself and for pure evil . Dude goes far enough to bit a guys fingers off and stare at walkers heads is just crazy enough . Negan only felt scary when having a shit ton of people in a group that surrounds him to where no one could defend them self from him to where his people would quickly grab a hold of you and put you down for him to deal with you afterwards as he smiles for ig to be that easy when dealing with a new enemy . If it wasn’t for him having that kind of celebrity protection and the numbers in his group people wouldn’t easily fear him that much and would take more chances standing up to him to wanna start attacking and so forth. I know negans way worse overall in the comics over the governor than in the show but I would say the governor’s way worse theh negan just show wise . As what we’ve seen with the governor fighting he kicks ass with holding his own especially with one eye with all he’s done . Has his own music and everything . The name of the governors final episode with him dying was titled too far gone wich he was literally too far gone with how evil and lost of humanity he had become . They got negan still on the show being even lucky to be alive to have changed over time with this negan redemption ark story with him now being apart of the group and trying to be a better human being as the governor was a hand full wich he killed more of our og characters in ricks side then negan did . And considering the governor and negan from the comics are both villains, a lot of people are love hating negan compared to the governor people simply just hated him and got nervous and emotional in intense scene’s when he was about to do something to one of our characters . That’s the feeling you get when you see a villians performance on the show like the governor

Tbh the governer was my favorite villain in all of walking dead, he really was just absolutely nuts, killed who he wanted when he wanted.
