I think the secret police car in gta vc has to be the FBI Washington located in one discreet location in the second island
so i dont think the Police Cheetah cannot be considered as a secret police since they sometimes appear on 3 -star wanted level.

Btw you forgot the FBI buffalo wich is actually spawn able in a ceo mission in GTA online and unlike the cruiser, I think you can find it in storymode missions to!
You find a police cruiser in for example an acid lab sale mission in GTA Online
GTA V one looks so amazing I wish that I could turn it in LS-Customs and stand it in my garage

2004 from San andreas is wrong. They drive Black fbi cars when you hit 5 stars
At 5 stars, FBI Ranchers will start to spawn, they're SUVs, not cars.

Gta fact: in gta sa there was supposed to be 2 fbi car the fbi rancher but also the fbi car with lvpd car model but without police lights on it and in black colour as fbi rancher

Honestly GTA V secret cop car is the FIB buffalo as it has no spawn points, it's a cutscene exclusive in story mode and only in 3 missions in online while Unmarked cruisers are seen patrolling in story mode and in multiple missions like the Franklin weed mission when they ambush you and they're common in Online missions like the Weed/Meth/Coke/gunrunning missions...

La Buffalo in GTA IV appare ogni talvolta che il giocatore ha più di 4 stelle di sospetto (ovvero quando la FIB interviene), mentre la Stinger appare solo in Multiplayer.
