Rusty Police Car can be found in normal game, this car appears in opening cutscene in the TBoGT in the background while Luis was talking to a journalist, but can be obtained only with mods

The ambulance is based on an OLD FDNY ambulance with whelen lightbar , they don't really have the same livery , dunno why rockstar made that big changed from FDNY to FDLC however the LCPD cars are so similar to the real life NYPD cars !

Well yes its based off FDNY but FDNY never had Pierce Pumpers. The only Pierce to ever be in the FDNY Fleet was Rescue 1 and that was a 09 Pierce Arrow XT Walk In Heavy Rescue. The Fire Truck is primarily based off the 1st Gen Pierce Lance you can tell by how thin the grill is. But the pump and the rest of the body is based off the specifications that all FDNY Pumpers have.
LCPD Patrol (Impala similarity) back side actually looks quite similar to a Dacia Supernova Back. It has the same stops and same spolier. Search on the web for some photos of these cars and put them side by side.
