It is better to process everything with an overlock, but even if you have it, you can break the needles on thick sections. In the worst case, you can overcast the cut by hand, imitating an overlock seam. I have a video on how to make such a seam, but you can find it on the Internet. Tape is simpler and cleaner, but experience is needed. Well, look at how the sections inside the travel bag are processed.
This is exactly what I needed for a skirt I want to make, i thought you used thick elastic, like 2inch, not multiple thin pieces of elastic 💗💗

You can sew it to pants with a regular straight seam, and process the allowance with a thin ribbon folded in half.
