However only poor people will be punished since that person cannot afford to pay fine and will jailed.

Sir, There must be separate courts for the Conduct of the Executive Authorities to try cases of Citizens Versus Administration. It must be a part of the Court System and not that of the Tribunals. The Govt may need to amend the Constitution to make the Bureaucracy more responsive.

Corrupt officials should be removed from service instead of just suspension. No pension should be given to such govt officials.
Their salaries are paid by tax payers of India
They amass so much wealth, they don't care even if pension is stopped. These peoples assets should be seized.
They and their family members should be barred from govt jobs for 50 years
Article 311 provide super shields to civil servants (ias,ips,etc) it's like impossible to remove civil servants you can't even touch them

One of the most honourable instance of being indian is that the judiciary is completely independent of and undissolvable by any ministry. A great pillar of such a political infrastructure is liable to be cognised. But nevertheless it's a question why it's not applicable to the mere law makers - the MPs,MLAs, MRSs, while we see corrupt officials being treated the way for the breach of law, we also encounter political leaders like WFI chief Brijbhushan Singh with no proper investigation/internal inquiry even after Supreme Court's jurisdiction holding over a very unclear probe, secondly there's is amendment that administrators cannot have a pre-approved allegations as a basic eligibility while it's also the law that you can be a part of legislature even after murdering someone, in fact there is no single PIL on the fact that 46% of the MPs have clear probes and charges while 29% are having serious charges of rape and murder,
