A peace agreement signed in December 2000 obliged both parties to the conflict to recognize the demarcation of the common border by a UN Commission. When the borderline was announced in April, 2002, however, it was recognised only by Eritrea and not by Ethiopia, which continues to control territory (such as Badme) granted to Eritrea. Eritrea therefore regards the border conflict as unresolved and believes that it is still under threat from its larger neighbor.

In April 1997 the Deputy Administrator of the Gash-Barka Region of Eritrea and Vice President of the Tigray Region of Ethiopia hold a meeting to discuss cross-border issues. The village of Badme is located in these regions. Three months later in July 1997, Ethiopian soldiers and militia enter disputed territories between the two countries. On 16 August 1997 the President of Eritrea wrote a letter to the Prime Minister of Ethiopia on the grave situation in the border area. The previous month, according to the President, Ethiopian forces had forcibly occupied the village of Adi Murug. Ten days later, the Eritrean President wrote yet another letter, stating that Adi Murug was inside Eritrea and that the Ethiopian forces had expelled Eritrean officials and dismantled the existing Eritrean administration. Boundary commission had been established to cover the Yirga Triangle (Badme) and other disputed areas. In 1997, the Ethiopian authorities issued a map of the Tigrayan Administrative Region which confirmed Tigrayan expansionism. The map proved to be the end of the good relations between Eritrea and Ethiopia, and resulted in an armed conflict in August 1997 and all-out war in May 2000, when Ethiopia occupied large parts of Eritrea. An estimated 1.1 million Eritreans have been displaced by Ethiopia aggression and an estimated 100,000 Ethiopian and 19,000 Eritrean soldiers were killed in this two-year war.
