FYI - the bottom clutch cable adjustment at the tranny is the rough adjustment which allows for much greater adjustment whether that's loose or tight and the adjuster up on the handlebar lever is for fine adjustment (once the clutch is in the ballpark as to whereabouts it should be). For that reason you should always adjust it first down below and then fine-tune it at the lever afterwards. That being said however you don't want the lever all the way loose or all the way tight before doing the rough adjustment down below so it's best to have it somewhere in the middle then adjust down below, lastly fine-tune it back at the lever to get it just perfect! 🙂
EDIT: I have an '87 Suzuki Savage LS650 and when I first got it the clutch was nearly non-existent. I also had to adjust it all the way out just to get something and even then there was barely any tension when pulling the clutch lever. A couple months later I had a bunch of maintenance to do on the bike (tires, drive belt, plugs, all brand new clutch discs and metal plates, etc) and when I pulled the clutch apart, I discovered on the Suzuki that there's supposed to be two thrust washers (one all the way in the back behind the clutch basket and another smaller one all the way in the front). Thankfully before I ever pulled anything apart to do the job I went online and ordered every single part for the clutch (discs, metal plates, thrust washers, bolts, springs, etc) just in case I needed anything while I had it apart. I was also thankful that I had the original factory service manual that I found and ordered online as well which had a perfect parts fiche diagram of the entire clutch basket assembly and when I pulled everything out is when I discovered one of the thrust washers was never there to begin with and that's why the clutch was so loose. After reinstalling everything CORRECTLY with all new parts, the clutch was absolutely beautiful! It was nice and snug and tight and felt like it probably did when the bike was brand new and just rolled off the assembly line back in 1987! I was quite literally blown away at the massive difference and it gripped better than I had ever experienced the whole time I've owned it! Anyways, I only bring this up because you never know who's been in there before you got it and what may or may not be missing or screwed up (unfortunately).

@kmoton01 it sounds like your cable is not disconnecting the clutch. The cable may be too loose. The large adjustment is down on the lower end so make your first adjustments down there. The one up top is for fine adjustments.
