Algorithms run the internet. If you're reading this right now, it has most likely been recommended to you by one such program. The companies that use these algorithms can use them to control what the public sees and doesn't see. RUclips, Facebook, Twitter, etc. use algorithms to predict what people want and only show people what they want to see. Which is a carefully selected perspective to created align with our own thoughts.
The Patriot AI in Metal Gear Solid 2 was created to process online information and feed the public what The Patriots want to be seen. Companies that employ algorithms could use them to hide information from people, along with showing the people what they want to see. The world could be run by some shadowy organization and we would not know about it. It probably isn't, but maybe Kojima really was just predicting the future.
I could just be drawing far-fetched conclusions though.
