I would buy the Atlanta/CDC comparison more if the new virus in Atlanta was of a type never encountered before in nature, and had special features that the CDC lab had proposed to work on as a chimeric virus, having applied for federal funding to do so the previous year. Also, the CDC had a known policy of looking for outbreak cases in and around food courts, plus the genetic evidence suggested that the food court outbreak took place around a month after the first crossover to humans.
