Drill instructors are either NCOs or JCOs, I have never seen any commissioned officer as a chief drill instructor

Good question, reason: JCOs and NCOs are one of the most experienced in the entire army available at a lower rank. Those COs when they gain experience already reach higher positions like major and above then many Battle, war, peacetime responsibilities fall upon them.
