And compare this to the police here in the uk who have looked in my pants 7 times and can only give the documentation for 2 of the searches and are unhelpful

I like that policeman, but maybe there would have been a third option for that drug addicted man: Get psychological help and work at his trauma.
There are many such programs free of charge. I am a recovering heroin addict and still taking a substitute after 5 years. I receive free mental health support. I was also abused as a child. I had caused damage to others and I am bi-polar and suffer from anger issues as a defensive strategy. Germany does all of this, it isn't America. Subtext has been a lifesaver for me.
Looking for the cause and effect will transform one's thinking and behavior towards others.
