I can say that Heartland Conqueror and Twice-Born Star are also good crafted sets for healers, as Heartland Conqueror 5 piece effect increases your weapon trait percentage and since Resto staff mostly have Powered trait, it increases the healing done by a lot. And for Twice-Born Star, it grants you the option to use two mundus stone, in this way you can get The Ritual for healing done and The Atronach for Magicka Recovery or The Apprentice (for Spell Damage) or The Mage (Maximum Magicka).
This really depends on whether your talking about PvE or PvP. Orders Wrath for Crit healing in PvE for instance is pretty useless as you just end up over healing which doesn't benefit you at all. I think crit healing isn't the way to go in PvP either, but at least that can be argued. And you left the best craftable healer set in the game off the list.

Stamina Healers often use Battlefield Acrobat set as either a stamina or hybrid counterpart of the Seducer set.
