The 4th Amendment has no provision for: Detention, Officer Safety, Failure to ID, Reasonable Articulable Suspicion, Exigent Circumstances, Pat-down, Pain Compliance, Taser, Deadly Force, Kidnapping, Human Trafficking, No Knock Warrant, Dogs, Wrong Address, Policing, Investigation, Inspection, Inventory, Immunity, Traffic Stops, Fascism, Trespass, etc. The only practice condoned in the 4A is seizure pursuant to a warrant, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized. (The word "upon" means "probable cause" comes before a "warrant", not after the search.) The SCOTUS is a Private Corporation (see D&B).

They get this way because drivers of vehicles have to show ID by implied consent if they are pulled over because of a crime or traffic violation. But they start to think that this privilege to see an identity extends to all pedestrians and passengers. It does not.

Because the courts have said over and over again that cops don't actually need to know the law. Cops only need to think they are enforcing what they think is the law. If an officer just mix up a law out of whole cloth as long as they can convince the court that they thought it was a real law then they get a pass... Ignorance the law is no excuse unless you have a badge.

Oh, they have been given training. They are trained to spot people recording them as quickly as possible, and they are trained to try and prevent that person from filming them. The reason is pretty obvious. The cops are planning to violate someones rights, and they don't want anyone to catch them and be able to prove it. They are trained in how to avoid lawsuits, what excuses to make and what lies to tell to cover their tracks. Some are even taught how to provoke a physical altercation while making it look like the "suspect" made the first move. So there is "training". Honest cops don't pull that crap, but you never know what you are going to get. As long as what they are doing is "above board" and doesn't violate anyone's rights, there is no reason for police to demand that you not film them. And they don't have the lawful right to make that "demand" in the first place.

High School bullies end up getting jobs when they are older. Many become corrections officers and police officers. They just can't get over their sadistic pleasure of bullying people, and they think having a badge and gun makes bullying a "profession".
This is not all cops. I have known several, and most of them are pretty decent and they took the job with the idea that they would actually protect and serve, and catch REAL "Bad guys". I have even found that to be true of the cops who really don't know the laws they are sworn to enforce, or the rights of the citizens they swore an oath to protect. Cops like we see in these videos give the ones out there who are just trying to do the job properly a bad name. And the problem is, unless you personally know the officer you are dealing with, you have no way of knowing which type of cop you have.

In general, the " most extreme consequences" entails a higher up telling them to please not do it again.
They don't actually care that him merely telling grandma to stop filming is a first Amendment violation, and , hence, deprivation of rights under color of law, as well as the threat to arrest for failure to ID being a fourth Amendment violation, and more deprivation of rights under color of law, all of which are federal crimes.
But they care vastly more about a cops feelings than the cop violating federal law and the United States Constitution( probably on a daily basis).

It’s his ego that is determining his attitude. He is so used to people bowing to his position that he is not sure on how to handle it. He does know that you need a crime to get an arrest but was hoping that grandma doesn’t so he could affect an arrest. Cops should be able to recite the constitution, not word for word but at least what each one stands for. This cop said things that were not true. Either the cop knew he was lying and is corrupt, or he thought it was true and is incompetent.
To be fair the cameraman said things that weren't true either. The whole thing of suspicion not being a misdemeanor or a felony meaning that the officer somehow can't detain him under just suspicion is false. Someone said that as a joke to throw the officer off but now it gets parroted by basically every first amendment auditor as if it were true. Officers absolutely can detain you under suspicion of criminal activity without needing to point to any specific crime that they suspect you of. They merely have to have a set of facts that a reasonable officer would take reasonable inferences from to make them suspect that criminal activity may be afoot but they don't need to have any specific crime they suspect you of only that the totality of circumstances would reasonably point to criminal activity. It is an extremely low bar but I cringe every time auditors argue with officers about suspicion not being a misdemeanor or felony because they're not saying it in a joking way... They actually believe what they're talking about and they are completely false.

Also and failure to ID does NOT contribute to RAS.
This is what the SC has to say about the subject: Definition of Reasonable Suspicion - Reasonable suspicion has been defined by the United States Supreme Court as "the sort of common-sense conclusion about human behavior upon which practical people . . . are entitled to rely." Further, it has defined reasonable suspicion as requiring only something more than an "unarticulated hunch." It requires facts or circumstances that give rise to more than a bare, imaginary, or purely conjectural suspicion.
Reasonable suspicion means that any reasonable person would suspect that a crime was in the process of being committed, had been committed or was going to be committed very soon.
Legal Repercussions of Reasonable Suspicion - If an officer has reasonable suspicion in a situation, he may frisk or detain the suspect briefly. Reasonable suspicion does not allow for the searching of a person or a vehicle unless the person happens to be on school property. Reasonable suspicion is not enough for a search warrant.
