You have good observation skills - I didn't notice this. Well, I think they want to return the working head to the original position, hence the alternate third pass. Saves a few ms when compared to idle return.
Why not? It's a good way to use the right amount of toothpaste. You only need a pea-size of it to brush your teeth well. Covering all bristles in a high amount of toothpaste doesn't increase the quality of brushing but only increases profit for a manufacturer by selling more toothpaste.
