I'm liking the progress you've made and are currently making with the invasion of Spain. On another note, one thing I'll agree with you on is that I certainly was not expecting Italy to suddenly declare war on you.

Indeed, the Italy declaration caught me off guard. I guess anything can happen in these non-historical games. Lucky I had that army in the Alps!

Italy joining the fray sure complicates matters! At least you're well on the way to conquering Spain. However, your zero available manpower is a problem as you'll struggle to garrison Spain effectively.
I'd definitely cancel all submarine production since launching them does take manpower. Having them all sit idle feels like such a waste. I'd put them on a new task force or merge them onto your existing ones, or even scrap the really old 1936 ones and get the manpower back. Consider holding off on new MIO research as it does take a small amount of political power each time you set them off, until you can get the next conscription level.
You really need more than 3 research slots, or you're going to fall really far behind on everything. Maybe as a prioritgy finish off the Colonial National Focuses on the far left that give you two research slots.

All sorts of bad things happen with lack of spare manpower aside from lack of soldiers for suppression units in Spain.
Regarding resistance suppression division design, when there are not a substantial number of obsolete tanks to add to suppression divisions, typically the best suppression division design in terms of Suppression per 100 soldiers is 16 cavalry battalions plus 1 MP support company. The empty 5th regiment on the right hand side of the division design is then available for a tank battalion or two once you do get enough obsolete tanks.
The short term problem with a manpower shortage is reduced combat stats. For example, a division that is missing half of its manpower at best fights at half strength. A short term partial fix for divisions with a lot of tanks or artillery sometimes is to create a division design with 1 less infantry battalion. When a division is short by 15% or so on its manpower, switching that particular division to the more manpower-frugal design will then restore tank and artillery battalions to almost full strength.
One longer term problem with a manpower shortage is the eventual loss of unit experience. If a division is missing half its manpower, the division will lose half of its experience when the missing manpower gets filled with rookie soldiers.
Regarding scrapping warships in order to free some manpower, the warships to be scrapped should be in a seaport with a good supply connection to your capital. Above all, do not scuttle a ship while it is still at sea, or otherwise 95% of that ship's manpower will become shark food. In order to avoid potential user interface problems, the ships to be scrapped should be in their very own task force, which itself should be in its very own fleet. Otherwise it is too easy to unknowingly be in task force mode or fleet mode and scrap ships that you didn't intend to scrap. Worse yet is if some of the ships that were unintendedly scrapped were still at sea, meaning that 95% of their crews got lost to the sharks, and are therefore permanently unavailable to fill the manpower needs of your armies.

It might be a good idea to take a pause on Focus Tree progress. France typically doesn't earn a lot of daily Political Power, so if you want a fairly quick 150 Political Power for upgrading the Recruitment Law, ignoring the Focus Tree for a while is the way to get the needed extra Political Power fast.

Fuel I knida expected as I'm not importing much, but the manpower thing came as a bit of a surprise.
