Before ABBA all the members were big stars in Sweden either in other groups or as solo artist. Then they began dating. At the same time the guy's were put in charge of "Polar Music" a record/recording company. When they formed it was all about breaking into the world market. So it was about being noticed. They knew the music was good. So they did crazy customs cutting edge costumes, arty but low cost music videos, "they kinda invented them" recorded in multiple languages and shipped them all over the world. It worked. and was copied many times in the 80's on MTV. Actually, in the 1970's, these outfits were not that crazy. Have you seen pictures of what people wore back then? I was in my 20's in the 70's and I was a very conservative dresser but some people wore really wild stuff! I'm sure you could find pics on the internet of some outfits that would shock you, including platform shoes and boots for both men and women. Wild patterns and colors, too. Oh, and don't forget the bell bottom pants for men and women, too! It was really the wild decade for clothing for sure.

The Swedish selection committe wouldn't accept any songs which weren't in Swedish, so they sang in Swedish to get selected. However, Brown, I think, noticed that the rules for the Eurovision song contest itself said that entrants could sing in any language they wanted irrespective of what rules each country's selection committed set. So they switched to English.
