They have them in the concept art and in the extra menus from the BB movie, it just never appeared on screen. But they are taking inspiration from it and BB itself
I bet they originally planned the main girl to be Arcee, then realized how much better Elita-1 would fit, but had so much animation of her and alt-mode done, they just changed her head and be done with it. Which is still nice, but I hope she has some intimate time with Optimus Prime/Orion Pax.
