My take:
It's a comment on mankind's desire to explore space and the ultimate futility of the space race between the USA and USSR, especially after enthusiasm for space exploration waned after the moon landings.
Also a brilliant vocal performance.

I've heard this song more times than I could ever count, but until right now I'd never noticed the bass line, which is understatedly excellent. More or less a one hit wonder in the UK, but what a hit!

I didn't think anyone else remembered this! I was pretty obsessed with this song when it came out. I remembered being excited for Tasmin Archer's debut on US television, I think it was on The Tonight Show or Late Night with Conan. Well, she came out and performed a slow acoustic version of this song, and honestly it was a pretty boring arrangement. I've since wondered whether that put a damper on her success out here, since a strong debut on those shows carried a lot of weight in those days, and conversely a dud could prevent other shows from wanting to book you. (Just speculation on my part, but yeah...)
