If you buy from reputed vendor, you will almost always get the original / currect material. And generally they will sell it at 100% concentration (undiluted)
I would like to mention that your question is very generalised. the short answer is, yes, you can use hedione, or as a matter of fact any material can be used in any perfume, but might not get desired result. jokes apart, hedione is used in a large majority of perfumes for the technical aspect of blending instead of the scent profile. although it is also used in many florals to push a jasmine or other florals notes also. Just hedione by itself might not appeal to many people.
