So, that Maya could see Phoenix's Psyche-locks means that the Magatama grants that power to anyone nearby, no matter who wears it at the time. And knowing that the Magatama is from Maya and the power was infused by Pearl, Pearl knows *a lot* and she planned all this. She's cute and small, but also a mastermind.
