I think Buffy was almost dead. No medical science could help. Magical science on the other hand. As Giles said once the human world and mythical world don't mix well.
Tara died on the spot, Buffy probably due to her Slayer physiology survived even if badly hurt. Willow removed the bullet and healed her. Those two were completely different
tara died by a gun & that is natural cause for anyone tbh but buffy holds the title of The Slayer She has to die by supernatural means not a man made item
Because technically she hasn't been the "active" slayer since she first died in season 1. It became Kendra and then Faith. A new slayer would only be activated if Faith were to die.
Tara died almost instantly, Buffy was still alive but was dying from her wound. Willow was able to stop it in time. She couldn't stop Tara's, but she could still save her best friend
Buffy in season s5 died of magic, in the BtVS universe magic can, sometimes, be reversed. Tara died of a gunshot. Immediately after Willow summon magicSomething to resurrect her (don't remember exactly what) but was denied because it was not a magical death. (something balance universe something something) Same with Buffy's mother, when Dawn tried to resurrect her it was implied it was a botched spell.. Also many times in the show we are reminded that resurrecting the dead is a no go.
