Because when going against normal criminals you’re just too OP so the post game is not as fun (unless they add something that makes other random people speedsters)

While the super speed is really cool, it's kind of Useless if it's too fast even for the player to process what's going on, for example, you have to stop running to make a turn. And you occasionally run into stuff because of how fast you're moving. My suggestion is that you add a slow motion feature, where you're moving at normal speed but everything is moving significantly slower or completely stops. Ofcourse it could have a cool down and other modifications but this is just my thought. oh and Keep the streaks while in slo mo, it's cooler.
Or just make the speed not lore accurate and only have flash use his full speed at certain parts of the story or in a cutscene. Just slow him down for gameplay purposes but make him strong lore wise. Kinda like what they did in dcuo for speedster type created characters.
If you want a slow mo just play a Lego game this is what people want what's the essence of being flash if you can't be too fast for you own sake it's just like Forza with a steering wheel once you start you want the game to slow down but after you master even 330km/hr is nothing while drifting

Add a subtle camera bobbing whenever they walk or run also when they're running at super-speed cut the frames down to like 10 fps for the hands and legs animation cuz the animation is so smooth it makes them look slow

Because running at the speed of light could break the sound barrier and you would want it to be realistic to shake but some would disagree
