Specifically, way back in the day, Pieguyrulz (the cartoon reviewer most famous for the "Every Episode of Spongebob Reviewed" series) did a video where he went over the Christmas specials of every Cartoon Cartoon. During the section on the Powerpuff Girls, he goes into how awful "'Twas the Fight" is for... basically the same reasons Star Giant does, but MUCH better explained. Specifically, his review clarifies that the "drag" is severely slow pacing. He notes that it feels like the episode wasn't originally supposed to be 42 minutes as, while all the scenes included are important, there's massive pauses between every line of dialogue and/or major action. So the problem is less that there's unneeded scenes and more that the plot was padded to the point pillows would be envious (which should answer your question on that). Additionally, Pieguy mentions that there's no fight scenes in the entire first half, which is pretty bad for an action oriented show like the original Powerpuff Girls, before it goes into a single fight that lasts 15 MINUTES, further accentuating that it's a pacing issue. And he has other issues on top of that to boot!
